The energy consumption and environmental performance of cars have been difficult to compare, even within the EU. In France, for example, specific energy consumption was calculated on the basis of absolute CO2 emissions, while in Germany the same information was provided on the basis of CO2 emissions per kilogramme of vehicle weight. So it could happen that SUVs in Germany were classified as particularly energy-efficient, but in France exactly the opposite was the case. 

A ministerial decree of 23 February 2024 now obliges German vehicle manufacturers to implement the new Passenger Car Energy Consumption Labelling Ordinance (Pkw-EnVKV) in new business from 1 May at the latest, based on the French model. This should gradually improve the comparability of information on the energy consumption of motor vehicles.

This also applies to the transparency requirements for securitisations of auto loans and leases in accordance with Art. 22 (4) and Art. 26d (4) of the Securitisation Regulation.
